- In a medium saucepan, combine 2 tablespoons of sesame oil with 2 tablespoons of a neutral oil over medium heat. Allow the oils to heat for about 3–5 minutes, or until they shimmer.
- Chop 2 stalks of green onions and 2 cloves of garlic. Add 1 teaspoon of red chili flakes, 1/2 teaspoon of salt, and 1 teaspoon of sugar to the bowl. Pour the hot oil over the mixture and stir gently.
- In a skillet, heat 2 tablespoons of the cooled chili oil mixture over medium-high heat. Crack 4 large eggs into the skillet and cook for about 5-7 minutes, until whites are set but yolks are runny.
- Serve the cooked eggs on a bed of 2 cups of rice. Drizzle additional chili oil and garnish with chopped green onions.
