In a medium bowl, combine the shredded chicken and buffalo sauce. Mix until the chicken is well coated.
In another bowl, blend the softened cream cheese, sour cream, garlic powder, onion powder, salt, and pepper until smooth and creamy.
Layer the dip in small jars or serving cups by starting with a spoonful of the cream cheese mixture at the bottom.
Add a layer of the buffalo chicken mixture on top of the cream cheese layer.
Sprinkle shredded cheddar cheese and chopped green onions over the buffalo chicken layer.
Repeat the layers until the jars are filled, finishing with a layer of cheddar cheese and green onions on top.
Chill in the refrigerator for at least 30 minutes before serving to allow the flavors to meld.
Serve with tortilla chips or celery sticks for dipping.
